Job Description: 

Come join Minnesota Information Technology (MNIT) partnering with the Minnesota Department of Employment and Economic Development (DEED) to implement DEED’s new Paid Family Medical Leave (PFML) Program. This position with work with other IT and DEED agency professionals as well as vendors, to help shape and develop a world class system to be used by the residents of Minnesota.

This Level 5 Business Analyst position is a lead level position that exists to perform business analysis functions using a set of tasks and techniques to successfully act as a liaison among stakeholders to understand the structure, policies, and operations of the organization and to be able to recommend solutions that enable projects to be successful and goals to be met. This includes participating in requirements gathering sessions to analyze, define and document business processes, software requirements, data management systems and development of specifications for technology initiatives.

In this position you will work as a liaison between IT and business representatives, analyzing business activities and translating them into solutions to purchase, implement, or develop. You will work with the development team members by guiding, consulting, and collaborating on the development, testing, deployment, and adoption of solutions. This Lead Business Analyst also communicates and consults with system user populations concerning system changes and coordinates implementation planning for changes and releases. You will mentor and coach less experienced business analysts which may include suggesting learning curriculum and training paths.

The incumbent will participate in and practice: Business Analysis Planning and Monitoring; Elicitation; Requirements Management and Communication; Enterprise Analysis; Requirements Analysis; and Solution Assessment and Validation using industry best practices and generally accepted standards outlined in the Business Analysis Body of Knowledge (BABOK) (or equivalent industry standards and best practices) and by MNIT.

This position is currently eligible for full-time telework:
-Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
-Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Requirements: 

This position requires a minimum of five (5) years of experience in performing IT business analysis functions.

Experience must include:
-Developing business analysis work-plans or similar planning documents.
-Understanding and experience with System Development Life Cycle (SDLC) processes and project management methodologies.
-Eliciting and managing requirements by creating design specifications and other documentation such as business process modeling, use cases, user stories, functional decompositions, and other modeling types.
-Ability to communicate clearly and to present complex information in a comprehensive style by using effective verbal, written or visual diagrams to facilitate a mutual understanding between multiple parties.
-Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.
